To use an enchanted book, you must get an anvil. After placing the anvil, you must put the item you would like to be enchanted into the first slot of the anvil. When this is done, put the enchanted book in the second slot of the anvil. In the third slot, you should see the enchanted item.
When taking the item out of the slot, it will take a certain amount of XP (Experience) from you. If you do not have enough experience, it will not enchant your item. You are able to know how much experience it costs by what it says under the item.
If an item needs over 40 levels to enchant, repair, or rename, the anvil will say that it is too expensive. What this means is that you can no longer change anything about the item and there is nothing you can do about it but craft a new item.
You are also able to combine two items if they are the same (i.e. sharpness 2 iron sword and sharpness 3 iron sword.) You cannot combine two different items, but the enchantments can be different. It is also possible to combine two enchanted books to be able to save experience. When using an anvil to enchant something with a book, it is cheaper than just using an enchanting table.
