Despite what people think about being able to craft saddles, it is actually not possible. Saddles are found in generated structures like monster spawners and desert temples. They can also be found while fishing. There is a very low chance but there is a chance that you can fish a saddle, but you will be fishing for a while before you get one of them.
It is also possible to find saddles while trading. Villagers with the job “Leatherworker” are sometimes able to trade for saddles. . This way is in my opinion the fastest and the easiest way to find saddles.
