To get netherite tools, you will need diamond tools and a smithing table. When the smithing table is placed, put your diamond item in the first slot and put a netherite ingot in the second slot.
You do not need to have the number of ingots as the normal recipe requires because of how hard it is to actually get the netherite by itself. Imagine needing eight of them for a netherite chestplate? No way!
